Flat Tax Proposal
The flat tax proposal that I intend to introduce is one that eliminates all federal taxes that are paid to the U.S. Treasury, i.e. social security, federal unemployment taxes, inheritance taxes, sales taxes, gasoline taxes, etc., and will be replaced with only one tax to cover all expenses of our government. Federal income taxes are now paid on a varying percentage; the flat tax will have just one single percentage applied to all.
All individuals, corporations or any entity that has at this time been reporting will continue to do so. There will be no deductions for tax shelters, municipal bond interest, depreciation or any expenses; all deductions will be eliminated.
The percentage to be applied to gross income is calculated as follows.
Determine the total expenses of our federal government and be sure to include every cost associated with every federal department. That sum is to be divided by the sum of all gross income received by individuals, corporations and entities. This is the percent to be applied to the gross income to supply the funds needed to operate our federal government.
This method of taxing will help in reducing the size of the federal government, equalize the tax burden and stimulate the economy.

The economic policy of our country needs to be solved on a state by state basis. We need to reallocate funds on a state basis to enhance the development and ensure the continuation of productive industries. Since the states themselves and especially Illinois require so much from within themselves to operate, we have to look to the federal government as a source to revitalize and optimize the productivity within each sovereign state.
My flat tax program will greatly ensure that there are resources available for each state. To ensure that each state has its proportionate funds, the federal government will distribute the required amounts on a per capita basis. Funds received by a state will use half of those funds to restructure and repair the infrastructure. The second half of the funds will be given to the Small Business Administration of each state so that businesses can apply for the grants. Preference for these funds will first be given to industries that will bring back jobs to the respective state from overseas. Second preference will be given to industries that will develop products within the state and not outsource to any foreign country. Thirdly, funds will be given to industries that are in existence and want to expand but not for expansion or outsourcing to foreign countries.
If a breech is found within this distribution, a penalty of not less than three times the amount received must be repaid to the fund. The company owners will not be allowed to sell their companies for five years. After that five year period, they will not be allowed to sell their company to a foreign source. No matter to whom they sell their company, they will be required to keep the jobs in the sovereign state from which they received the grant. The source of these funds will come from the stimulus package and will be distributed from a new source of bonding issued by the U.S. federal government called Stimulus Bonds.
Just as we have done in World War II issuing war bonds, we will now issue Stimulus Bonds. The bond will carry a coupon rate of 7.5% thereby making it enticing for investors to purchase these bonds. The bonds will only be sold to American corporations or individuals. There will be no foreign input of money into these funds. The interest to be paid on these bonds will come from the revenues produced by the flat tax program.

Each United States citizen should be provided health care insurance, not as socialized medicine, but provided by independent health insurance companies. The 65 years of age Medicare and Medicaid programs that are in place now will stay. Providing for those who do not have insurance (under the age of 65) will be as follows:
Insurance will cover basic health, mental, vision and pharmaceutical expenditures. As in Medicare and Medicaid, there will be no preexisting conditions. Everyone or family will apply to their insurance company for health insurance coverage. The co-insurance will be $1,000 across the board per year. The insurance company will determine what the premium is based upon a case by case scenario as it does now. There will be a scale established to determine the premium that is affordable to each individual or family.
Depending on each applicant's financial condition a sliding scale will be established which will in turn determine the premium assistance that will be provided by the federal government.
The premium that is determined by the insurance company we will say is $x per month, but because the applicant makes $z per month, their portion of premium will be $y. Based upon their position in the scale, the government will make up the difference.
The funds will come from the cut backs on foreign money sent around the world and also from the flat tax program where it will be seen that there are funds available to help support this program.

The United States of America is dependent on foreign oil production. We have not taken any dramatic steps to decrease our dependence on foreign oil. With today's technology and safeguards in place, we must resume drilling wherever oil may be found. With that, refineries need to be strategically relocated throughout the continental U.S., whereby one catastrophe will not shut down the entire country.
To decrease our dependence on foreign oil, we need to invest heavily in alternative energy sources. One of the energy sources that we know of is alcohol. Alcohol can now be made from various agricultural products that will greatly enhance the farmers' economic position in our society. To produce this alcohol, we have always used fossil fuels to create energy to extract the alcohol from the agricultural products. It is a known science that by burning garbage, in a clean environmental way, we can create low pressure steam that can be piped to a refinery to process corn or farm products to make the alcohol. Therefore we would use no fossil fuel for the heat required. There are thousands upon thousands of garbage dumps where this energy source can be obtained.
Secondly, we need to redesign our farming efforts to include wind farms and solar farms. We currently subsidize farmers to not plant their crops and thereby control the price of farm products; I suggest that we abolish these controls and let farmers produce those crops. This excess product can be used for sale and exchange of oil or other energy products from other countries. By letting the enterprise system work within itself, we will be able to establish an equal exchange for products between foreign countries. Just as an example we could say that two bushels of corn is equal to a barrel of oil.
We need to make better use of our nuclear power knowledge. We must invest heavily in hydrogen power and geothermal research. Alternative energy sources must be expanded and become available in cost effective ways that corporations and individuals will welcome cost saving energy as a way of life.
